Scotch Corner Designer Outlet Village

A project planning team led by Chris Quinsee was instructed by Scotch Corner Richmond LLP to secure planning permission for a proposed Designer Outlet Village on land adjacent to the A1(M) at Scotch Corner, near Richmond, North Yorkshire. The proposed scheme comprised some 23,000 sq m gross of designer outlet retail floor space alongside associated restaurant and café uses. The scheme was supported by the local planning authority, but was the subject of strong objections from neighbouring authorities, primarily because of concerns over its effect on retailing in existing town centres, and traffic generation issues.

After the Council had resolved to approve the scheme, it was ‘called in’ by the Secretary of State for his determination. The team gave expert witness evidence to the public inquiry. The Secretary of State subsequently granted planning permission, and construction is now underway with the scheme forecast to open in 2023.

Q+A Planning is now working with the client to assist with the implementation of the project and on proposals for other significant and complementary development on adjoining sites. In February 2022 permission was granted for a 15,000 sq m garden centre for operator Blue Diamond, on adjoining land.
